R-Day 1989
Among my riskiest assignments, this had me perched atop India Gate on the Republic Day of 1989. There I was, right on top, with no parapets to protect me; a fall from this height would result in certain embarrassment (not to speak of injury, to put it mildly)! But God’s grace and my own grit pulled me through. The result: this photograph of the three wings of our defence forces paying homage at the Amar Jawan Jyoti just before the start of the parade. "Republic" on January 26, 1950 -- a date thereafter celebrated
annually as Republic Day in India. It was thus India's 60th Republic Day.

Defence minister A.K. Antony stepped in for Prime Minister Manmohan Singh, who is recuperating at the All-India Institute of Medical Sciences in New Delhi after a bypass surgery. The celebrations began with Mr. Antony and the Chiefs of the Army, the Navy and the Air Force paying homage to the martyrs by laying wreaths at Amar Jawan Jyoti at India Gate. Mr. Antony accorded the customary reception to the President and the Republic Day Parade chief guest, Kazakhstan President Nursultan Nazarbayev. The shadow of 26/11 terror attacks in Mumbai loomed large. The killing of two suspected terrorists in an encounter in neighbouring Noida on January 25 was another reason why the security had to be exceptionally tight. A multi-tier security with some 20,000 troops of Delhi police personnel, central paramilitary forces and the army were deployed at strategic and vantage points. Sharpshooters had also been deployed at all the buildings along the parade route and around the enclosures for visitors. As usual, the Republic Day Parade began from Raisina Hill near the Rashtrapati Bhavan, went along the Rajpath, past India Gate and on to the historic Red Fort in the old quarter of the city. Prior to the parade, the National flag was unfurled and the President’s body guard presented the national salute, followed by the singing of the National Anthem and the 21 gun salute. The parade began with the investiture ceremony for presentation of Ashok Chakras to 11 brave men who laid down their lives defending the country. Chief of the Anti-Terrorist Squad of Maharashtra Hemant Karkare, Additional Commissioner of Police Ashok Kamte, Inspector of Anti-Extortion Cell of the Maharashtra Crime Branch Vijay Salaskar, Assistant Sub-Inspector of Police Tukaram Ombale, Major Sandeep Unnikrishnan and Havildar Gajender Singh of the 51 Special Action Group of the elite National Security Guard who laid down their lives fighting terrorists on 26/11 were six of the 11 honoured with Ashoka
Chakra. Inspector Mohan Chand Sharma, who led a police team in the Batla House encounter in Jamia Nagar in Delhi was the other posthumous recipient of the Ashok Chakra.

The other four to receive the Ashok Chakra this year were:

Colonel Jojan Thomas, Commanding Officer of 45 Rashtriya Rifles, and
Havildar Bahadur Singh Bohra of the Parachute Regiment, who were killed in
separate counter-insurgency operations in Jammu and Kashmir

R. P. Diengdoh of the Meghalaya Police, who had shot dead a militant and
captured two others in the jungles of Meghalaya

Assistant Commandant of the Special Operation Group of the Orissa State
Armed Police P.K. Satapathy for his valour while countering naxalite
    violence.

There were no caparisoned elephants to carry the 20 children who won the national bravery awards, in a departure from the norm this year. Other than objections from animal rights activists, security agencies had recommended against them because of possibilities of unruly behaviour. The cultural part of the parade included 18 tableaux from 12 states and six ministries with various themes ranging from the ornate designs of traditional festivals to ancient folk art in various states The eve of the Republic Day also saw the traditional announcement of Padma awards. Indian Space Research Organisation (ISRO) Chairman G. Madhavan Nair, noted environmentalist Sunderlal Bahugana; Sister Nirmala of the Missionaries of Charity, and Dr. Anil Kakodkar of Atomic Energy Commission of India who played an important role in the negotiation of the nuke deal with America, were among the 10 luminaries awarded country's second highest civilian award, the Padma Vibhushan. 30 personalities were awarded the Padma Bhushan, the third highest civilian award. The Indian army has never faced such an awkward situation before. With the
arrest of Lt Col Srikant Prasad Purohit in connection with Malegaon blast, Army
Chief General Deepak Kapoor has had to step in. He has said that while the
allegations against the accused are yet to be proved, the army is conducting
checks on profiles and postings of its personnel. There is a system of
internal checks. A number of additional steps have been taken to check such
incidents, he said.

A Wolf In The Foxhole The much awaited Sixth Central Pay Commission submitted its report to the goverment on 24th March. While across-the-board hikes - ranging from 30-50% - seem to have found favour with the majority of taxpayers¤ there already are rumblings from informed observers who point out that unlike the Fifth pay commission¤ this one does not put forth a slimming plan¤ probably because the earlier recommendations weren¿t implemented anyway. There are 3.39 million Union Government employees and an unspecified number of defence personnel. The pay revision for them is expected to entail an additional annual burden of Rs 7¤975 crore and arrears of Rs 18¤060 crore on government finances. But it is the defence services that have reacted most adversely to the pay commission recommendations and the three service chiefs felt compelled to meet the defence minister A K Antony in which they took up the cause of 1.2 million men under arms and reportedly sought 40-60 per cent hike for their personnel over and above recommended by the Commission. Saturday January 26, 2008

The Indian army has never faced such an awkward situation before. With the arrest of Lt Col Srikant Prasad Purohit in connection with Malegaon blast, Army Chief General Deepak Kapoor has had to step in. He has said that while the allegations against the accused are yet to be proved, the army is conducting checks on profiles and postings of its personnel. "There is a system of internal checks. A number of additional steps have been taken to check such incidents," he said.

The much awaited Sixth Central Pay Commission submitted its report to the goverment on 24th March.
